Off the coast of the Beimiranzu, among the many islands that scatter the Broken Bay, lies the Shrine of Arashiwa. Though formally counted among the holdings of the Jigezura Clan, its allegiance exists largely on paper. The island lords who govern that region are divided in their interests, and no single authority maintains direct oversight of the shrine. As a result, Arashiwa has long acted with a degree of independence unusual for a site of such importance, owing in part to its exemption from taxation and its position along well-traveled sea routes. Merchants and sailors my sources spoke with in the ports of Jigezura were in agreement on this point, though none could say with certainty which lord, if any, might claim true authority over the island.
